The Boulder Police Department is on the verge of taking a significant step toward transforming its relationship with the community. After two years of careful planning and dialogue, they are ready to present their new model to the County Municipal Chamber. This plan, called “Reimagining Policing,” addresses the challenges and concerns that have arisen within the Boulder community over time.

One of the fundamental aspects of this new approach is the focus on the needs and desires of the community. The Boulder Police Department has been in constant communication with community members, giving them the opportunity to express their ideas and concerns. This process has been essential in understanding local dynamics and the population’s expectations regarding the police.

The plan is based on a series of key principles aimed at promoting freedom and safety for all Boulder residents. Emphasis is placed on the fair and equitable enforcement of laws, as well as professional and respectful police responses. Furthermore, there is a recognition of the need to address criminal behavior fairly and equitably, providing opportunities for rehabilitation and support for those in need.

Understanding the Issues

One of the most significant changes is the transition from the old “call and response” model to a problem-solving approach. The new SARA model involves identifying the problem, analyzing its origins and contributing factors, creating a response, and evaluating the impact of that solution. This model will be used to comprehensively address community concerns. The primary goal of this approach is to prevent crime before it occurs and enhance public safety.

The Boulder Police Department’s commitment to the community is reflected in its desire to increase neighborhood and problem-solving meetings. They also plan to use technology to enable the community to evaluate their interactions with the police, and programs are being developed to engage local youth. Additionally, a performance tracking system for police officers and an early warning system to address any concerns about officer behavior will be implemented.

Message from Maris Herold

Boulder Police Chief Maris Herold emphasizes the importance of this new model and her commitment to collaboration and humanity rather than simply reacting to situations. “The ultimate goal is to reintegrate the police into the community, working together to solve problems and prevent harm,” Herold stated during a meeting with the Hispanic community of Boulder. This approach not only seeks safety but also promotes increased equity and well-being for all Boulder residents.
